Clearance, Access and Investigation must appear in JPAS and be within scope (5 Years).ANTICIPATED AWARD DATE: February/March 2020ANTICIPATED START DATE: March/April 2020PERIOD OF PERFORMANCE: 1 Base Year + 4 Option YearsLOCATION: Reston, VARESPONSIBILITIESSupport of DIA/ST/SCS Space Intelligence Data Division by providing foundational and operational support to DOD and IC customersSupport the Program Management Office (PMO) in support of System (and ancillary equipment) Resiliency by conducting: unique R&D effort(s) to identify assets, retrofits, modifications, and mitigation techniques to develop/improve system reliability, performance, document site studies of hardware/data/data processing/software, and lessons learned to be used for future collection requirements and candidate locations of R&D sensor system(s)Conduct research and develop white papers/studies for future ST MASINT technical collection capabilities/gaps.Perform R&D tasking, R&D processing, R&D exploitation and dissemination of collected MASINT R&D sensors data to support internal and external customers, CCMDs and other mission partnersWork semi-independently with oversight and direction.Interpret analysis to include, but not limited to, its meaning, importance, and implicationsProduce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic / soft copy matrices and / or web-enabled formatsCommunicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skillsDevelop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols.Recognize nuances and resolve contradictions and inconsistencies in informationUtilize complex analytic methodologies, such as structured analytic techniques or alternative approaches, to examine biases, assumptions, and theories to eliminate uncertainty, strengthen analytic arguments, and mitigate surpriseUse structured analytic techniques include, but not limited to, Analysis of Competing Hypotheses, Devil s Advocacy, High-Impact / Low-Impact Analysis, Red Team Analysis and Alternative Futures AnalysisEvaluate collected intelligence reporting, engaging with collection managers, and developing collection requirementsCommunicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advancedStructure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplinesCollaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.Develop concise, insightful, and comprehensive products for defense intelligenceLead teams in researching multifaceted or critical problemsProvides guidance in selecting, designing, and applying analytic methodologiesUse argument evaluation and validated analytic methodologies to challenge differing perspectivesREQUIREMENTSBachelor's Degree in a related fieldMinimum eight (8) years of experience conducting analysis relevant to the position, with at least a portion of the experience within the last two (2) yearsWorking knowledge of the concepts involved in the specific functions outlined in the specified labor category descriptionWorking knowledge of the concepts involved in the specific functions outlined in the specified labor category descriptionUnderstanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors / platforms and human intelligence sources related to the labor categoryExperience in briefing and producing written products focused on technical issues to the IC and U.S. Government senior leadersApply Intelligence Community (IC) and DoD classification guidelines and proceduresUnderstanding of evaluating collected intelligence reporting, engaging with collection managers, and developing collection requirementsProficiency using Microsoft Office tools; brief materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.)Exceptional oral and written communication skillsValid US PassportIMPORTANT NOTE: This is a Best Athlete Selection Process!
